ASEAN Conference on Future-Ready Public Service 2025

The ASEAN Conference on Future-Ready Public Service which was held on 7 October 2025 in Malaysia was represented by Mr. Ajman bin Haji Meludin, Permanent Secretary (Civil Service Governance), Prime Minister’s Office together with three other officers from PSD, IPA and MSD.

A sharing session on the Conference was done by IPA representative joining the Brunei delegation, Aimi Akmal bin Haji Massod on 1 November 2025 at IPA. IPA aims to analyse the insights gained from the conference to enhance the development of its learning programs that are suitable and relevant.

The conference brought together senior officials and experts from ASEAN Member States to strengthen regional collaboration and reimagine public service delivery for a rapidly changing governance landscape. The conference, hosted by the Public Service Department of Malaysia, aimed to build a public administration that is agile, innovative, and citizen-centric.

Key objectives included exchanging best practices, exploring innovation in governance, addressing emerging regional challenges, and strengthening ASEAN cooperation. The event was officiated by The Honourable Dato’ Seri Anwar bin Ibrahim, Prime Minister of Malaysia.

Among the highlights was a Special Lecture titled “Reimagining ASEAN Governance for a Digital, Agile, and People-Centric Future” from Malaysian Industry-Government Group for High Technology (MIGHT). The conference featured three plenary sessions addressing key themes: “Leading Public Service into the Future – Collaboration, Policy Innovation, and the Future of Public Service,” by speakers from Malaysia, Indonesia, Singapore, and Brunei Darussalam; “Building Human Capital for the Future of Public Service,” by contributors from Malaysia, Cambodia, Philippines, and Thailand; and “Embracing Innovation and Digital Transformation in Public Service – The Role of Technology in Shaping Public Service,” by speakers from Malaysia, Lao PDR, and Viet Nam. The conference concluded with the adoption of the ASEAN Declaration on Future-Ready Public Service.
