
The 23rd Second Echelon Brunei–Singapore Civil Service Exchange Programme (CSEP)
3 November 2025, Civil Service College (CSC), Singapore — The 23rd Second Echelon Brunei–Singapore Civil Service Exchange Programme (CSEP) officially commenced 3 November 2025, welcoming 22 senior officials from both the Singapore and Brunei civil services as participants.The opening ceremony was officiated by Ms. Khoo Seow Chyng Cindy, Managing Director of Enterprise Singapore, Ministry of Trade and Industry of Singapore, who served as the Head of Delegation for Singapore. The Brunei delegation was led by Dr. Chin Wei Keh, Deputy Permanent Secretary (Higher Education) at the Ministry of Education, Brunei Darussalam.
Run for a period of four days from 3 November until 6 November 2025, this year’s theme “Charting Our Future Together” will focus on a diverse set of issues under the United Nations Sustainable Development Goals (SDGs) which includes the responsible development of social, economic and environmental sustainability. CSEP provides an opportunity for delegates to learn and share experiences and best practices in preparing civil service to face relevant current and future challenges that are becoming more complex and closely interconnected with the rest of the world.
The program includes lectures by relevant agencies, strategic conversations with ministries and learning journeys.
Jointly organised by Institut Perkhidmatan Awam (IPA) and CSC, CSEP has been conducted annually since its inception in 2002 and has provided a platform for civil servants from both countries to network, learn best practices and establish closer ties at the second echelon level. This year, Singapore is playing host and Brunei Darussalam will be hosting CSEP next year.
