Yes, IPA accepts application from private sector or individual with rates as follow:

Who should I contact for in-house training for my organisation?
Depends on the courses required. For ICT courses please refer to MIS & ICT section, for other type of courses please refer to Training and Development section.
I applied for a course, somehow, I did not receive any offer letter from IPA
Any offer from IPA would be channeled to HR unit/section in respective department. If you are not nominated for any courses, please refer to your HR unit/section for clarification.

Does IPA's library open for public?
