ABOUT IPA

Introduction

The Civil Service Institute (CSI) or better known locally as IPA , the acronym for its Malay equivalent, Institut Perkhidmatan Awam, is an important national training institution responsible for coordinating the training needs of government departments, designing and delivering short courses, updating and implementing retraining programmes needed.

Brief History

• The idea of establishing the Institute was conceived in 1962 as a result of the research report prepared by S.T. Divers, a Regional Public Administration Consultant from the United Nations.
• Honourable Dato Setia Awang Abdul Rahman bin Dato Setia Haji Mohd. Taib [now known as Pehin Orang Kaya Setia (Dr.) Awang Haji Abdul Rahman bin Dato Setia Haji Mohd. Taib] was appointed Establishment Officer in the middle of 1975.
• As recommended in the report, an Administrative Officer, Awang Haji Jaya bin Abdul Latif, [now known as His Excellency Pehin Orang Kaya Lela Utama Dato Paduka Awang Haji Jaya bin Abdul Latif] was appointed the first Training Officer.
• On 1st January 1977, the Training Unit or Unit Latihan was officially formed as part of the Establishment Office (now known as Public Service Department).
• In May 1993, the Training Unit was re-organised and given a new designation and status, the Civil Service Institute.
• In 1995, its training programmes focused on Management and Administration. Since 1999, the Institute has been operating under the jurisdiction of the Prime Minister's Office and the scope of its services and activities has been widened to include Information and Communication Technology training and the needs of the private sector.
