Yes, IPA accepts application from private sector or individual with rates as follow:

Who should I contact for in-house training for my organisation?
Depends on the courses required. For ICT courses please
contact officer in charge from MIS & ICT section,
for other type of courses please
contact officer from Training and Development section.
I applied for a course, somehow, I did not receive any offer letter
from IPA
Any offer from IPA would be channeled to HR unit/section in respective department.
If you are not nominated for any courses, please refer to your HR unit/section for
clarification.
Who should I contact in order to hire IPA's facilities?

Does IPA's library open for public?
Yes, the library is open for members of the public, private or any individual. Whereas,
borrowing is for Brunei Government civil servants only. Click Library
